2. Team of Banking & Finance Department
l Fan Zhang (Senior Partner)
Mr. Zhang specializes in the legal practice of finance, FDI, real estate and international trade.
Mr. Zhang received his PHD from Tokai University in Japan in 1987. Mr. Zhang practiced law in a reputed Japanese law firm. In 1998, he joined GuangSheng & Partners and became one of the senior partners. Mr. Zhang has wealth of experience in the areas of corporate finance, investment and real estate. He served as the legal counsel for many large financial enterprises for many years in China, including Agricultural Bank of China, Industry and Commercial Bank of China, China Everbright Bank, China CITIC Bank, Bank of Beijing etc. Mr. Zhang also represented many Japanese companies, including Marubeni Corporation, ITOCHU Corporation in the anti-dumping investigation in China since 1999, and is one of the earliest PRC lawyers in this regard.
Mr. Zhang graduated from the Political Science and Law School of Northeast Normal University in 1984. He studied in Japan and received his PHD from Tokai University in 1987.
Mr. Zhang is proficient in Chinese and Japanese.
l Rui Chen (Partner)
Ms. Chen specializes in the legal practice of corporate investment, financing and other corporate affairs
Ms. Chen has involved in multiple deals regarding mergers and acquisitions, asset restructuring, disposal of non-performing assets, corporate restructuring, issuance of new shares, witnessing general meeting of shareholders and drafting various legal documents for joint stock enterprises.
She also has rich experience in litigation and arbitration pertaining to corporate affairs, real estate projects, criminal defense and civil and commercial disputes.
Ms. Chen obtained both her LL.B degree and LL.M degree from China University of Political Science and Law in 2001 and 2010 respectively.
l Jiaqiang Wang (Partner)
Mr. Wang’s main area of legal practice is finance, security, real estate, bankrupt and company affairs.
With over 10 years of experience in finance, company affairs, security, real estate, bankrupt, Mr. Wang has involved in multiple local government projects as the chief counsel. He established a long-term and stable cooperative relationship with many domestic banks, asset management companies, security enterprises, insurance companies and other financial institutions, and provided legal services for many domestic enterprises in the area of reform, setup, split-up, restructuring, M&A, IPO, issuance of new shares and convertible bonds, and conversion of convertible bonds. His success has brought his a good reputation in this area.
Mr. Wang joined GuangSheng & Partners in 2000. Prior to that, he worked in a law firm in Hubei Province since 1988. He graduated from Zhongnan University of Politics and Law.
l Hailing Xu (Associate)
Mr. Xu specializes in finance, infrastructure investment and company affairs.Mr. Xu is familiar with financial laws and regulations, has provided legal services for many domestic and foreign financial institutions, including drafting loan agreement, and designing security structure for loan. One of his successful cases between a big foreign enterprise and a domestic policy-related bank has been compiled into the collection of classical cases of Supreme Court.
Mr. Xu has a wealth of experience in electric industry and road construction. He has served as legal counsel for one third of foreign invested electric enterprises, in the scope of pre-investment, construction of electric power plant etc. He was involved in the first case of China road construction financing guaranteed by the road equity, and accumulated lots of experience in solving road construction financing problems, such as by the transfer of road tolling equity.
Mr. Xu has provided legal services for a large number of reputed companies, such as Bank of China Head Office, Cheung Kong Infrastructure Holdings Limited, China National Oil Development Company, Otis Elevator Company, Chiron Corporation, Sun Media Group and Cosmos Media etc.Mr. Xu graduated from Peking University in 1992, and joined GuangSheng & Partners in 2009. During the between time, he worked as a journalist in Jiangxi Daily from 1992 to 1998, in Beijing Zhong Sheng Law Firm from 1998 to 2004, in Li He Law Firm from 2004 to 2008, and ZhongLun W&D Law Firm from 2008 to 2009.
